U.S. Elections and Prospects on International Trade

The current U.S. trade landscape has intensified the use of tariffs and sanctions against key partners and products to promote policy goals. The U.S. is committed to new trade agreements such as the USMCA and is engaged in several ongoing bilateral trade negotiations, such as with China, Brazil, UK, Japan, and Kenya. Will managed trade persist or should we expect more trade liberalization? What are the trends U.S. trade partners and the private sector should watch for on the international trade front?

  • Jennifer Hillman

  Jennifer A. Hillman is a senior fellow for trade and international political economy at the Council on Foreign Relations (CFR), specializing in U.S. trade policy, the law and politics of the World Trade Organization (WTO), international organizations, and Brexit. She has had a distinguished career in public service, having served as a member of the WTO Appellate Body, Commissioner at the U.S. International Trade Commission, General Counsel and Ambassador/Chief Textiles Negotiator at USTR, and legislative director for U.S. Senator Terry Sanford (NC).

  • Stephen Vaughn

Stephen P. Vaughn is a Partner in the International Trade Team of King & Spalding who works primarily on international trade litigation and policy matters. In April 2019, Stephen completed more than two years of service as the General Counsel for the Office of the United States Trade Representative (USTR).  In that position, he managed a team of government attorneys representing U.S. interests in both trade negotiations and trade litigation. During two months in early 2017, Stephen also served as the acting U.S. Trade Representative.  He is widely regarded as one of the world’s foremost authorities on current U.S. trade policy, as well as one of the most talented U.S. trade remedy litigators.

  • Lisa Schroeter

Lisa Schroeter is the Global Director of Trade and Investment Policy for Dow. As part of the corporate Global
Government Affairs team, Lisa’s responsibilities focus on trade policy and regulations, trade negotiations, and
investment issues that foster growth in Dow’s global businesses through identification of policies facilitating
market access and reducing global distribution costs.
Her role has direct responsibility for developing the company’s global trade strategy, driving impact
assessments and response to emerging trade issues and facilitating government affairs strategies aligned
with Dow’s investment priorities. Lisa manages the company’s outreach to key trade-related entities in the
US Administration, Washington DC embassy community and across key governments.
Before joining Dow, Lisa was the Executive Director of the TransAtlantic Business Dialogue (TABD). TABD
was a unique trade-facilitation process by which American and European CEOs work with the U.S.
Administration and the European Commission to implement practical, detailed recommendations. Ms.
Schroeter joined TABD in 1999, and managed the process on behalf of the Boeing Company,
PricewaterhouseCoopers, United Technologies Corporation and Xerox.
Lisa is currently the President of the Women in International Trade (WIIT) Trust, and previously served as
WIIT’s President from 2018-2019. She is currently a member of the Council on Foreign Relations (CFR);
and a Board Member of the Washington International Trade Association as well as Cultural Tourism, DC.
She serves as the Chair of the ICCA Trade Network and Global Regulatory Cooperation task forces and
the US Business Committee of the Transatlantic Policy Network (TPN).
